This is a Sources Sought Notice ONLY. The U.S. Government to procure Wind Tunnel Training Time for US Army Parachute Team (USAPT). The Government requires 145 hours per year of indoor skydiving wind tunnel training time to support the USAPT Competition and Demonstration missions. The contract will consist of a base year and four (4) one-year option periods. The service is critical for enabling repeated, controlled rehearsal of complex freefall maneuvers, independent of weather or aircraft availability. The Government's minimum, non-negotiable requirements for the wind tunnel facility are as follows: A vertical flight chamber of not less than 16.4 feet in diameter. Capability to safely and effectively conduct simultaneous, multi-person training for up to nine (9) personnel (i.e., "8-way" formation training). The facility must be located within a 25-nautical-mile radius of Fort Bragg, North Carolina, to enable efficient integration with daily training schedules. Submission Requirements This synopsis is a market research tool being used in determining the procurement strategy. This notice does not commit the U.S. Government to contract for any supply or services. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future advertisement, if any is issued. The anticipated NAICS code is 713990 (All Other Amusement and Recreation Industries). The following is to be included in your response: A statement of interest in the services contained herein. A synopsis of your company’s capabilities to perform the required services, including descriptions of past performance on contracts of similar size and scope. Company Information: Name, address, UEI, CAGE code, and business size/socio-economic status (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman-Owned) and the corresponding NAICS code. Contact Information: Name, title, email address, and phone number for a primary point of contact. Identify any condition or action that may be having the effect unnecessarily restricting competition with respect to this acquisition.
