This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06; October 1, 2025. The West Haven VA Medical Center 950 Campbell Ave West Haven, CT 06516 is seeking to purchase equipment and installation of the IT and Communication Service Lines located at the West Haven VAMC. CONSTRUCTION SCOPE OF WORK VA Construction Project Number: 689A4-22-704 INFRASTRUCTURE WORK FOR NETGEN WIFI VA Connecticut Healthcare System (VACHS) West Haven Campus 950 Campbell Avenue WEST HAVEN, CT 06516 Combined Synopsis-Solicitation for Commercial Products and Services PROJECT NO: 689-22-705 PROJECT NAME: EHRM Infrastructure, NexGen Wi-Fi infrastructure, West Haven, CT GENERAL INTENT: This project addresses deficiencies within the built environment of the IT and Communication Service Lines and prepares the campus for the Cerner upgrade that is happening nationally. The Contractor (herein referred to as GC ) shall provide construction services for a construction project at the West Haven VA Medical Center (VAMC) in accordance with this statement of work. CONSTRUCTION SCOPE OF WORK: Electrical Conduit: Supply labor and material for installation of 10 conduit runs. Runs to be per the table in section 3 of this document. Conduit to be sized at ¾ between listed IT closet and new WIFI access point location. Conduits to have strings to install cable if not directly installed at time of conduit installation. 4 11/16 Gang Box: Supply labor and Material to install a 4 11/16 gang box at WiFi access point location as noted in list (see item 3). Box to be installed and situated as noted. To be connected to conduit installed per 2.1 Cat6A Cable: Supply labor and material to install Category 6A cable at the 10 locations noted in item 3 below. Connections to panels in TR rooms and WIFI Ap s will be done by others. Wifi AP s to be supplied by others. Access cable to be added at each end as needed for future connection. Location of Work All work associated with this project will be completed at the West Haven VA Medical Center, located at 950 Campbell Avenue, West Haven CT, 06516. SOW Attachment 07 West Haven VAMC Campus Map will give the GC a basic understanding of the VA West Haven campus. Period of Performance This contract is expected to start upon Notice to Proceed (NTP) and be completed within 30 calendar days of issuance. It is expected that the contractor will work on administrative submittals and long lead time items during the first part of the NTP. No work, including administrative, will begin prior to the NTP. Offerors must also provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Price: Quotes will be compared by price. Technical: The offeror s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Statement of Work in a timely efficient manner. Past Performance The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale for the exception(s), if any.
