Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract for services VTS Membership Licenses one year proactively source and Recruit Talent and supplement current operations. This requirement is for commercial items/services as defined in FAR 12.101 and will be prepared in accordance with the information. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source, RVET-Operating LLC, under the authority of FAR 12.2, as supplemented with the additional information included in the notice. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
