Aberdeen Test Center Railcar Modification

This is a non-personal service(s) contract to update the cushioned draft gear on Department of Defense Railcar (DODX) 40061 and DODX 40020 to a standard draft gear. The photographs of asset 39166 depict the existing test car designated for replacement. The accompanying photographs of DODX 40061 provide visual documentation of the railcar's A and B ends, its manufacturer stenciling, and its data plate. AMENDMENT 1: Amendment 1 will make the following changes to the solicitation: 1) Remove the cost breakout sheet and wage determination to allow for standard commercial price proposals to be submitted. 2) Make adjustments to Sections L&M to remove any conflicting information on how pricing should be submitted. 3) Extended to 26 February 2026 to allow additional time for adjustments to quotations. AMENDMENT 2: 1) Extended to 02 March2026 to allow additional time for adjustments to quotations. AMENDMENT 3: 1) Revised PWS section 4.0 2) Add section 3.7 3) Solicitation re-opened to 11 March 2026.
