REHABILITATE BEAR VALLEY SCHOOL FOUNDATION, PINNACLES NATIONAL PARK, SAN BENITO COUNTY, CALIFORNIA The National Park Service (NPS) at Pinnacles National Park (PINN) in San Benito County, California, has a requirement for the construction of a concrete foundation for the Bear Valley School as the first phase of rehabilitating the historic building in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Buildings. The Bear Valley School is a National Register-listed historic property that is currently underutilized and requires rehabilitation to address deferred maintenance, building system deficiencies, code non-compliance, and preservation treatment. This acquisition includes the following work: The 800 square feet wood-frame schoolhouse will be detached from its existing deficient foundation and temporarily supported on blocking; the current foundation will be demolished and removed from the site; a new poured and reinforced stem wall foundation with spread footing, approximately 90 linear feet, will be constructed; floor framing will be upgraded and reinforced with metal tie-downs; and finally, the building will be lowered onto the new foundation and secured with anchor bolts. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation, once issued. All work shall be performed in accordance with local, state, and federal laws. The North American Industry Classification System (NAICS) Code for this requirement is 238110, with a corresponding size standard of $19 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Proposal (RFP) will be available on/about March 18, 2026, by electronic means only and can be downloaded along with all related attachments from the Contracting Opportunities website at www.sam.gov. The RFP will close 30 days from the actual date of issuance. The offeror is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (project experience, schedule, past performance, California contractor license, and safety) as listed in the Request for Proposal. An organized site visit will be scheduled. While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. See Section L of the RFP (when issued) for more information regarding the date, time, and location of the site visit. Notice to Offerors: Funds are not presently available for this effort, however there is a high expectation that funds will become available to make an award resulting from this solicitation. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
